The malkavians are one of seven playable clans in vampire: I don't think they're stored with the rest of the dialog for the npc's, because i've gone through listening to those, and i don't hear any ghostly whispers in the background. Also there are gameplay mods for extra clans and quests but they are pretty old and i'm not sure if they work with the latest unoffical patch so skip them too.
